Description

NASA Ames Research Center has a requirement for training, access and use of the scanning electron microscope, transmission electron microscope, x-ray photoelectron spectrometer and related sample preparation equipment in the Materials Analysis for Collaborative Science (MACS) facility for nanoscale imaging and characterization of unique synthesized nano-materials, astrobiology-related materials, and biological samples. The MACS facility is located in the Advanced Studies Lab (ASL), which is managed by the University of California, Santa Cruz (UCSC) at the NASA Ames Research Center. NASA Ames Research Center intends to purchase these services from the University of California, Santa Cruz under the authority of FAR 13.106-1(b), One source reasonably available. The Advanced Studies Laboratory at NASA Ames Research Center is a successful partnership between NASA Ames Research Center and the University of California, Santa Cruz supported through a Space Act Agreement. The ASL’s mission is to foster collaborations in nanotechnology, astrobiology and applied materials research and training among academic, government and industrial investigators. In addition to training, access and use of the UCSC owned equipment; the service agreement shall also include sample preparation services, sample imaging, raw data and data analysis, and technical support to NASA users. UCSC shall provide monthly monitoring of usage and expenditure. The period of performance shall be from the date of award to January 31, 2013. The Government intends to acquire a commercial item using FAR Part 12 and the procurement will be conducted under Simplified Acquisition Procedures set forth under FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. Pacific time on June 23, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
