Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
This notice is being issued as a Request for Quotations (RFQ) for consultant services to assist in preparing and conducting an on-site compliance review, pursuant to Title IX of the Education Amendments of 1972 and the NASA authorization law (Pub. L. No. 109-155). See the attached Statement of Work for detailed information.
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ, are those in effect through FAC 05-13. The NAICS Code and the small business size standard for this procurement is 541618. The offeror shall state in their offer their size status for this procurement.
All responsible sources may submit an offer which shall be considered by the agency.
Offers for the services described in the statement of work, are due by 2:00 PM Local time on November 30, 2006, via e-mail, at the following address: rachel.c.mcintyre@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable.
FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-21, 52.222-26, 52.222-27, 52.222-36, 52.222-37, 52.224-1 and 52.224-2. Selection and award will be made to the responsible offeror whose offer will be most advantageous/Best Value, to the Government (see FAR 2.101, Best Value), with consideration given to the factors of proposed technical merit and personnel & staffing qualifications, past performance and price.
Technical Merit and Personnel & Staffing Qualifications: Offers shall demonstrate a thorough and comprehensive understanding of the requirements of the statement of work and the ability to perform the required work. Past Performance: Offers must provide information on extensive experience for efforts of similar size, scope and complexity to this requirement. This means extensive experience in conducting Title IX compliance reviews regarding recipients of Federal financial assistance in highly technical, professional settings such as science and engineering departments of universities or laboratories.
Price: Offer shall submit its most competitive offer. Identify the proposed labor categories and fully loaded rates, as well as a proposed price per each deliverable. This will be a firm fixed price award. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).
Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
