Description

NASA/ARC has a requirement for Thermal Structural Analysis and insight/oversight support for the Multipurpose Crew Vehicle (MPCV)/ORION Thermal Protection System (TPS) and structures.

NASA/ARC requires senior engineering expertise in aerospace engineering, aero-thermal materials, thermostructural design and analysis, and flight test prediction and data correlation. Working familiarity with all MPCV/ORION TPS materials systems is required, including the ablative TPS system, AVCOAT(R), used on the main Heatshield, the shuttle tile based ceramic TPS system used on the Backshell and the ablative TPS system, carbon phenolic, currently used on the main Heatshield compression pads.

NASA/ARC intends to purchase the required services from Neerim Corporation. This procurement is a continuation and outgrowth of specialized work currently being performed by Neerim Corporation. Because of Neerim Corporation’s capabilities and experience in this highly specialized field, award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Competition would also result in unacceptable delays in fulfilling NASA’s requirements.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 16, 2012 to Robin.L.Wong@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
