Description

NASA Ames Research Center (ARC) intends to negotiate a contract with the Neerim Corporation of Mountain View, CA, as the only responsible source to lead the ORION Main Heatshield ablator and compression pad thermo-structural independent analysis for NASA in support of the ORION Thermal Protection System (TPS) Critical Design Review (CDR), scheduled for February 2011. NASA also requires support from the Neerim Corporation for the thermo-structural independent analysis effort of the ORION TPS for the ORION Backshell.

In accordance with FAR 6.302-1(a)(2)(iii), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agencys requirements.

This procurement is a continuation and outgrowth of highly specialized work currently being performed by the Neerim Corporation under subcontract to Eloret NNA04BC25C. The Neerim Corporations personnel constitute the original source for this work. Because of the Neerim Corporations unique capabilities and experience in this highly specialized field, award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Competition would also result in unacceptable delays in fulfilling NASAs requirements.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 5, 2010 to Christine.M.Benavides@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
