Description
NASA/HQ plan to issue a Request for Quotation (RFQ) for renewal of the Learning and Development Roundtable Membership. The statutory authority for this sole-source action is 10 U.S.C.2304(c)(1). NASA/Headquarters intends to renew the membership from Corporate Executive Board for the Learning and Development Roundtable. This membership provides on an on going basis, strategic and tactical research devoted exclusively to learning and development professionals. Beyond published research, this mission is supported by an array of topic-specific teleconferences, member-hosted forums and executive retreats, providing opportunities for cross-membership networking and sharing of best practices. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organization may submit their capabilities and qualification to perform the effort in writing to the identified point of contact not later than 1:00 pm. local time on 3/28/2005. Such capabilities/qualification will be evaluated solely for the purpose of determing whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
