Description

NASA/KSC plans to issue a Request for Proposal (RFP) for the Test and Operations Support Contract (TOSC). Previous notices regarding TOSC were a Sources Sought Synopsis (NNK11TOSC11L) and Draft Request for Proposal (NNK12403225L). An interested parties list is located at http://tosc.ksc.nasa.gov/.

TOSC provides for the management and performance of activities to accomplish ground processing for launch vehicles, spacecraft and payloads in support of the International Space Station, 21st Century Ground Systems, Space Launch System, and Multi-Purpose Crew Vehicle Programs and limited spacecraft processing support services for Launch Services Program customers.

NASA/KSC intends to award a single contract with a 9.75-year period of performance (includes basic contract period and option periods).

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541712 and 1,000 employees, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of the RFP is on or about December 2, 2011, with an anticipated offer due date of on or about February 14, 2012.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
