Description

NASA/GSFC intends to continue work under contract NAS5-00136 with the Penn State University (PSU) for the additional effort of 1 year of Mission Operations (MO) and Data Analysis (DA) support for the Swift mission in order to maintain the health and safety of the observatory.

NASA/GSFC plans to modify the Penn State University Cost-No-Fee (CNF) contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of three years.

The key component of the proposed CNF contract is to provide optimum capabilities for the next breakthroughs in determining the origin of gamma-ray bursts and their afterglows, using bursts to probe the early universe, and performing the first sensitive hard x-ray survey of the sky. This is accomplished via measurements made by the following instrument suite: the Burst Alert Telescope (BAT), the Ultraviolet and Optical Telescope (UVOT) and the X-Ray Telescope (XRT). Swift, launched in November 2004, has already made significant discoveries and has provided NASA and the scientific community with significant data that has resulted in many published scientific papers. If properly maintained and operated, Swift should continue to provide the science community with data for years to come. Consistency and stability of those providing mission operations, science data analysis, and ground systems engineering ensures observatory health and safety and continued Swift scientific productivity.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 28, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
