Description
NASA/GSFC Innovative Partnership Program Office (IPP) has a requirement for support services for implementation of a public outreach contest. The contest will be open to the public and targeted towards children. IPP will be required to conduct the contest that is compliant with the Children Online Privacy Protection Act (COPPA).
NASA/GSFC intends to purchase the items from Privacy Vaults Online Inc.,(Privo)because they are the only company recognized by COPPA and the Federal Trade Commission (FTC).
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Janicea McCree at 301-286-9159 or Janicea.L.McCree@nasa.gov not later than 4:30 p.m. local time on September 24, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
