Description
NASA/GSFC Innovative Partnerships Programs Office (IPP) has a requirement for consultation and support services for implementation of a public outreach contest targeted to children in the 3rd through 8th grades. The IPP will need to collect personally identifiable information and as a result will be required to conduct the contest in a manner that is compliant with the Children’s Online Privacy Protection Act (COPPA). The IPP will require a fully hosted service for registration, authentication, parental authorization, identity vetting, data hosting and audit record maintenance from the Federal Trade Commission designated COPPA Safe Harbor organization.
NASA/GSFC intends to purchase the items from Privacy Vaults Online dba Privo becuase they are the only company that is recognized by COPPA and the FTC.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/21/2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
