Description
NASA/HQ has a requirement for the services of a firm with extensive experience providing strategic messaging and strategic communication products and services to provide speech writing for presentation by NASA officials to business and government leaders.
The attached Statement of Work details the full requirement.
NASA intends to award a three year Blanket Purchase Agreement for these services. – i.e The Statement of Work is linked above or may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. ] This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued.
Offerors are required to use the On-Line RFQ system to submit their quote.

The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 2:00 PM Eastern Time, May 24, 2006.
Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter’s responsibility to monitor this site for the release of amendments (if any).
Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed – See NASA Specific Note “B”. Any referenced notes may be viewed at the following URLs link below.

Statement of Work
Speechwriting Requirement
NASA requires the services of a firm with extensive experience providing strategic messaging and strategic communications products and services, including speech writing, to business and government leaders. This experience must include speech writing experience for officials of the Executive Branch at the highest levels. NASA’s requirement includes speeches, strategic messaging and strategic communications products and services for national audiences using a variety of different mediums – including print, television, radio and Web content. The materials will be targeted to specific audiences and communities in the areas of space, science, politics, education and business.
Upon request, the contractor shall prepare a written speech or other similar product for delivery to NASA within 30 days following the initial request. NASA will provide initial instructions and directions as to the topic and nature of each requirement. NASA may require a draft to be delivered no later than 10 days prior to the final delivery date, i.e., 20 days following the initial request. Following receipt of a draft, NASA may provide the contractor with comments and other interim direction which the contractor shall then incorporate into the final draft of each presentation.
All work shall be completed at the vendors facilities.
In the event a speech includes material that must be treated as confidential, the contractor will be required to execute a non-disclosure agreement that will be binding on all contractor employees.
