Description

NASA/ARC has a requirement for its selected civil servants to participate in a Space Studies Program. The program shall be exclusively designed for postgraduate students and professionals of space related fields, both non-technical and technical and ranges from policy and law, business and management and humanities to life sciences, engineering, physical sciences and space applications. The outcome of the program is the shared experience of an international, interactive working environment leading to the creation of an extensive, international, multidisciplinary professional network.

NASA/ARC intends to purchase the program from International Space University (ISU): 1 rue Jean-Dominique Cassini 67400 Illkirch-Graffenstaden FRANCE

ISU is the only known organization who provides this type of intensive program that uniquely meets NASA ARC requirements above.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on June 16, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
