Description

NASA/ARC intends to award a sole-source purchase order to EOS Creative Technology Solutions for space debris tracking with centimeter level accuracy. The award will be made to EOS’s Arizona facility and will coordinate with their Mt. Stromlo facility to utilize the telescope for space debris tracking.

The tasks to be performed by EOS are as follows: 1) The contractor shall acquire and track one or more HAMR debris objects and do absolute orbit determination (using a >20cm beam director for a duration >1 minute).

2) The contractor shall illuminate with a laser of average power >100W one or more debris objects on the second half of the pass on each of >2 passes within a 48 hour period.

3) The contractor should illuminate a satellite with a RR during one pass and measure the intensity of returned signal as a function of time and try to reacquire outside terminator.

4) NASA will provide a list of 20 target HAMR debris objects to the contractor. 5) The contractor shall attend a kickoff meeting, a meeting at the end of the project as well as attending weekly meetings.

The deliverables required of EOS are as follows:

1) Raw tracking data (elevation and RA angles, tracking times) from tracking tests of targeted HAMR debris objects 2) Calculated relative position determination with respect to Mt. Stromlo observatory (elevation, RA angles and range each second during each pass of each object) for targeted HAMR debris objects 3) Absolute orbit determination results (Keplerian element sets each second during the passes for each pass for each tracked object) for targeted HAMR debris objects. 4) Detector return signal power (calibrated absolute power, measurements every 1s) for satellite laser ranging from a satellite with a RR during passes.

The period of performance is expected to last for 6 months after the date of award.
