Description

NASA/HQ plans to issue a modification for the second phase of the contract to support services for the Zero Robitics Program. The ZERO Robotics program enables high-school students to participate in the SPHERES (Synchronized Postition Hold Engage Re-orient Experimental Satellite) program by writing their own algorithms to solve a problem by the Massachusetts Institute of Technology (MIT) team. The original pilot program was conducted from winter of 2009 to 2010 and was a limited pilot of only two high schools. The second phase will involve 10-20 high schools and potential middle schools from across the nation that will compete against each other during the Fall of 2010 to 2011. NASA intends to issue the modification on a noncompetitive basis to Massachusetts Institute of Technology in accordance with 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” MIT is uniquely qualified to perform the second phase and provide engineering support because they created the SPHERES program and hold proprietary ownership of the data. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local (EST) on July 28,2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
