Description

NASA/JSC has a requirement for a quantity of one, Self-Powered Extra Vehicular Activity (EVA), Extra Vehicular Mobility Unit (EMU) Data Recorder (SPEEDR) prototype.

NASA/JSC intends to purchase the items from Hamilton Sundstrand at Windsor Locks (HSWL). HSWL personnel have design experience (original designers of the space suit and computer/data system) with the suit systems used for the International Space Station (ISS) EMU space suit system and with NASA’s human-subject test procedures with regards to proper, documentation, and review of the test protocol, hardware certifications, operations certifications, and hazards analysis to assure the overall safety of the test including the facilities, space suits, and the test subjects involved.

There is a need for experience and knowledge in how to interface with the existing space suit computer/data system, flight hardware and operational environment. There is no other single source that could provide the required knowledge and experience on this space suit system due to the intellectual rights existing on the EMU space suit system.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on June 24, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
