Description

NASA/LaRC plans to issue a draft Request for Proposal (RFP) for the Evaluation, Assessments, Studies, Services, and Support (EASSS) procurement on or about February 4, 2010. The EASSS contract will be utilized by the NASA Science Office for Mission Assessments (SOMA) for evaluations, assessments and studies for the Science Mission Directorate (SMD) and other NASA organizations. The SOMA is located at NASA LaRC and supports NASA SMD. A sources sought notice was previously posted for this procurement under reference number SS-SSOEASSS-609. This procurement is a follow-on procurement to NNL05AA01B. A pre-solicitation conference will be conducted on or about February 19, 2010 at NASA Langley Research Center. The Draft RFP will contain detailed information on the pre-solicitation conference. The final RFP will be issued approximately on or about March 12, 2010 and proposals will be due on or about April 22, 2010.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541712 and 1000 employees, respectively.

All responsible sources may submit an offer which shall be considered by the agency.

An ombudsman has been appointed — See NASA Specific Note “B”.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/LaRC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=23 . The documents will issued under reference number SS-SSOEASSS-609-1.

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
