Description

NASA/GSFC has a requirement to procure for the acquisition of support services for the administration, operations, and maintenance of the Transportable Laser Ranging System (TLRS-3) located at the Universidad Nacional de San Agustin (UNSA) in Arequipa, Peru, which is part of the NASA Satellite Laser Ranging (SLR) Network.

NASA/GSFC intends to purchase the items from UNSA, in accordance with the new International Agreement between NASA and UNSA which will be dated October 25, 2014. UNSA for its part, shall fulfill the following responsibilities of providing personnel, materials, and the facilities necessary to operate and maintain the Satellite Tracking Station located at the University of Peru. NASA equipment is stationed in Peru, because the geographic location is technically necessary for successful global Geodynamic research.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 28, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
