Description

This notice is issued by NASA/ARC to solicit information about potential sources for Compliant or Flexible Carbon Based Substrates to be used in spacecraft Thermal Protection Systems (TPS) for future NASA exploration missions. Vendors having the capabilities stated in the “TPS Description Document” that is attached to this synopsis are invited to submit appropriate documentation, literature, brochures, and references.

In addition to the technical information requested, responses should include the following:

1) Name and address of firm, technical point of contact, phone number, e-mail, and website (if applicable); 2) Size of business based on NAICS code 336419 – whether your company is large, small, small disadvantaged, 8(a), HUBZone, veteran-owned and/or woman-owned; number of years in business; average annual revenue for past 3 years and number of employees; 3) Describe any collaboration or teaming arrangements with other organizations that might be used in order to provide the necessary expertise contained in this requirement.

This synopsis is for information and planning purposes, subject to FAR provision 52.215-3, entitled “Request for Information or Solicitation for Planning Purposes” and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Although all comments received will be carefully reviewed and considered for inclusion in a later action, the initiators of this request make no commitment to include any particular recommendations.

All responses shall be submitted to the Contracting Officer, Marianne.Shelley@nasa.gov, no later than 06/24/2011. Please reference NNA11TPSRFIL-AMD in the subject line.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
