Description

NASA/HQ is holding a Public Day for potential Proposers on the planned acquisition of an entity to develop and manage the US share of the ISS as a national laboratory. The acquisition will result in the award of a Cooperative Agreement. The Public Day will be held on Friday, December 10, 2010, from 9:00 a.m. – 1:00 p.m. at the NASA Headquarters James Webb Auditorium.

Section 504 of Public Law 111-267, the NASA Authorization Act for 2010 establishes eligibility criteria regarding the selected recipient of this planned cooperative agreement: 1) the entity must be “exempt from taxation under section 501(c)(3) of the Internal Revenue Code of 1986” and 2) the entity must not have “any other organizational objective or responsibilities on behalf of the organization or any parent organization or other entity.”

A. The goals of the Public Day are:

i. To promote competition on the planned ISS National Laboratory Management Organization Cooperative Agreement Notice;

ii. To describe the Government’s current vision and objectives pertaining to use of the ISS as a national lab;

iii. To provide prospective proposers with an opportunity to submit questions and comments in writing via email or in person. The Government will respond in writing to all written questions submitted by posting them to the NAIS and the ISS National Laboratory website.

B. Registration Requirements for Public Day:

Interested parties are required to register for the Public Day by close of business on Wednesday, December 1, 2010 by e-mail to the ISS Payloads Helpdesk, at “JSC-ISS-Payloads-Helpline@ndc.nasa.gov”. Only parties that have registered will be permitted to attend. No walk-in participants will be accepted.

The registration e-mail should include the following information:

i. Subject line: “ISS National Lab Public Day Registration”

ii. Point-of-contact’s name, telephone number, and company

iii. Names of all the attendees from interested company

C. A Draft Cooperative Agreement Notice (CAN) is planned to be released before the Public Day. Prospective proposers will be able to ask questions at the Public Day or submit questions in writing so that the Government can officially respond. Information on where to submit questions will be provided with the Draft CAN.
