Description

NASA/KSC has a requirement for two Matrox Axio Video Capture and Editing Systems, which will be used to upgrade KSC’s Press Site Webcast Studio (PSWS). The upgrade consists of the procurement of products manufactured by Matrox and Rorke and the procurement of installation, integration, testing, validation, and extended systems support for the two upgraded systems and NASA/KSC’s three existing Matrox systems. The two systems include: (a) Matrox Axio HD Workstations (qty 2); (b) 3 years Matrox Axio HD Advantage (support/coverage) for the two new systems; (c) 3 years Matrox Axio HD Advantage (support/coverage) for the three existing systems; (d) annual frontline (local) support for the two new systems; (e) annual frontline (local) support for the three existing systems.

NASA/KSC intends to purchase the items from Profile East, Inc (PEI), an authorized Matrox service support dealer. There is no single “off-the-shelf” product capable of meeting NASA/KSC’s requirement; these systems utilize software and hardware components from different manufacturers, integrated to perform specialized tasks using expert skills. It is vital that PSWS personnel retain the use of the same software package across all video capture and editing systems. PSWS personnel have extensive experience and in-depth knowledge of Adobe Premiere Pro. This requirement requires the integration of components that are certified by Matrox to work with the Axio HD card set. The Matrox hardware is critical to the production of video content produced for launch, landing, and other special events distributed through the NASA Portal and NASA Direct. The upgrade will enable the systems to be backward compatible with the roughly 4,000 videos previously produced with Adobe Premiere software and Matrox hardware. It is imperative that the Government have local support, knowledgeable of the integrated equipment and compatibility/integration/upgrade issues, and who can service this system and the three previously procured systems within a timely manner to avoid unacceptable delays on the most visible of NASA’s public information websites. PEI is the only known, local authorized dealer that provides service support for both Matrox and Rorke, two vital components of this equipment. PEI has prior experience providing integration and testing support to KSC; the company provided KSC’s three existing Matrox systems. Moreover, PEI is able to provide KSC with the timely local support when needed.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, May 5, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
