Description

National Aeronautics and Space Administration (NASA) Office of the Chief Technologist (OCT) has released a Broad Agency Announcement (BAA NNM11ZDA001K) for the Technology Demonstration Mission (TDM). The Office of the Chief Technologist conducts Principal Investigator (PI)-led space technology missions. The BAA has four focus areas including High Bandwidth Deep Space Communication, Navigation, and Timing missions, the subject of this POD. Schedule (dates are subject to change): BAA release March 1, 2011 Proposals due date May 31, 2011 Selection date August 2011 (TARGET) Award Date (ATP) September 2011 (TARGET) Base Phase ATP+10 month(PDR)_ Option1 ATP+18 month(CDR) Launch 2016 End of operations Launch + 2 years (nominal)

NASA is seeking a host satellite with a Geostationary Orbit in order to conduct this TDM. Specifically, this partnership opportunity is being issued to select one or more teaming partners to support the BAA TDM elements throughout the system life cycle (Base Period, Option 1 and Option 2):

* System Engineering support to resolve payload accommodation issues

* Spacecraft modifications and accommodations for the payload

* Payload integration on the spacecraft

* Environmental Test Program of the fully integrated spacecraft

* Mission Ops Support

There will be no exchange of funds between the teaming partners for preparation of the proposal during the first phase of this proposal cycle, and only limited funding will be available during the Base Period and Option 1 (BAA Page 13). If selected, the partner(s) will be funded according to the budget developed during the Base Period and Option 1 study. When the final selection for flight is made at the Beginning of Option 2 (Post CDR) flight funding milestones will commence. There is a possibility that an accommodation may come available on another mission. If this happens, this opportunity will be cancelled.

Potential partners are asked to contact the NASA team within 1 week after release of this document. This contact shall not be considered binding, but shall serve to help the NASA team disseminate all relevant information to potential partners. Potential partners should ask questions during the first week after release of this document. All questions and answers will be sent to those who express a desire to respond, while the source of the questions shall be held confidential.
