Description

NASA GSFC is seeking a partner to provide the pointing control system for a nadir-viewing instrument on the International Space Station (ISS). The potential GSFC EV-2 mission is designed to meet the science goals of the EV-2 program, as currently understood. (Reference draft AO: http://essp.larc.nasa.gov/EV-2/ )

GSFC mission teams will be submitting proposals to the EV-2 AO currently scheduled for release in late spring 2011. The AO is a one-step process, with the proposal response being primarily focused on the merit and feasibility of the science objectives of the proposed mission. The submissions will be selected, and the resultant proposal will be funded for formulation and implementation Phases A-F. While the AO schedule cannot be specified at this time, the following is estimated based on earlier AO’s and related missions: AO release ~June 2011 Proposals due ~September 2011 Mission selection Early 2012 (target) Launch 2015 (target) Operations Launch plus 3 years, possible 2 year extension

This partnership opportunity is being issued to select a partner to help prepare the GSFC EV-2 candidate mission concept for proposal submittal and to provide an end-to-end mission system solution should the mission be selected for flight. GSFC is interested in a partner to provide a pointing control system. The potential partner must have sufficient relevant experience, including ISS and pointing control system expertise, as well as proven success in delivery of flight hardware. The respondent must submit a proposal which describes the technical and programmatic approach to providing a pointing control system which accommodates instrument requirements.

There will be no exchange of funds between the teaming partners for the portion of this partnership opportunity dealing with the preparation of the submission to the EV-2 AO.

Potential respondents are asked to contact the GSFC EV-2 team by 12 PM EDT on or before May 3, 2011 with a Notice Of Interest (intentionally not called a notice of intent). This Notice of Interest does not create an obligation to respond to the POD, but allows the GSFC EV-2 team to disseminate additional details on the mission parameters and to provide answers to questions from potential partners. All Notice of Interest respondents receive a document containing additional details on the proposed mission, which can be used to facilitate a focused response to the partnership opportunity. These details are proprietary and competition sensitive and are not to be shared beyond the team members necessary to prepare a full response.

After receipt of the mission document, respondents may send questions to the GSFC EV-2 Team at the E-mail address listed below. All questions and answers will be made available to all those who respond to the Notice of Interest. The source of the questions shall be held confidential. Questions and answers that contain information unique to a respondent’s proprietary approach will not be shared if they are identified as such.
