Description

NASA/HQ plan to issue a Sole Source Procurement for Parabolic Flight Services to Zero Gravity Corporation.    

The authority is only one responsible source 10 U.S.C2304(c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/Headquarters intends to purchase these Parabolic Flight Services from Zero Gravity Corporation of Ft. Lauderdale, Fl.

Zero Gravity Corporation is a unique organization that has a FAA certified aircraft to supply 2 reduced Gravity Flights for approximately 2.0 – 3.0 hours per flight. There is no other organization in the Parabolic Flight Services industry that can provide such a unique requirement of reduced Gravity Parabolic Flights.    

Zero Gravity Corporation is recognized as a premier organization in Parabolic Flight.    

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contract not later than 3:00 p.m. local time on May 31, 2005.    

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.    

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note ?B?. Any referenced notes may be viewed at the following URLs link below.
