Description
NASA/GSFC has a requirement for the services for access in digital form of the SeaWiFS HRPT data that currently resides in the GEOEYE digital archive, along with the license for use and distribution
NASA/GSFC intends to purchase the items from GEOEYE, pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one known source. GEOEYE is the only vendor that can legally provide the data set required that we are aware of.
The data that is being requested are consistent and complimentary to the data gathered under contract with GEOEYE from 1997-2010. The data are High Resolution Picture Transmittion (HRPT) data from the SeaWiFs sensor and are held in unique data archives by GEOEYE
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m.,EST on June 24, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
