Description

The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed price contract to Johns Hopkins University to provide operations support, maintenance, product enhancements, and data updates for the RPTF database and graphic user interface for the National Rocket Propulsion Test Alliance (NRPTA). Activities under this work order include support operations to assure network health, accessibility and security; minor enhancements to functionality; and data updates to maintain current, accurate and useful data. Additional, to provide data gathering and analysis services relating to rocket propulsion testing.

These activities will be on an as-needed basis and a separate subtask statement of work will be provided along with additional funding for each defined task. The contract period of performance will be for a total of 5 years from the effective date of the contract including 1 base year and 4 option years. Johns Hopkins University is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Part 13.106-1(b). The Government believes only one responsible source can provide the services that will satisfy the Agency’s requirements.

This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 3:00 p.m. (local time) on 22 August 2011. Statement of capabilities must contain sufficient details to review vendor’s capabilities. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541990 and $7 million respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS11404540R will be issued to John Hopkins University on or about 23 August 2011 with their response due NLT 3:00 p.m. 29 August 2011.
