NASA/Johnson Space Center (JSC) has a requirement for Outdoor Leadership and Teambuilding Expedition Training for the Astronaut Office Station Operations Branch. This is a requirement for training that will take place from August 6-17, 2007, and will be conducted entirely in the remote wilderness with a sea kayaking curriculum. NASA/JSC intends to purchase this training from the National Outdoor Leadership School (NOLS) on a sole source basis. NOLS offers teamwork and leadership training in a challenging outdoor environment and has the desired level of knowledge, expertise, and experience to conduct expedition and outdoor leadership training. NOLS expeditions offer a unique progression of leadership theory classes that are entirely delivered in remote wilderness. The combination of remoteness and focused leadership skill development provides distinct learning opportunities with synergies for teams facing extended space travel.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. CST on July 03, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

Oral communications ARE NOT acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the Agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
