Description

NASA/HQ has a requirement for a comprehensive editorial and news briefing service to deliver a summary and a full slate of the day’s clippings of NASA-related news to the NASA Administrator, key staff members and agency field centers on a daily basis. Services shall be delivered, daily (except weekends and holidays) by 7 A.M. EST.

NOTE: A (one day) sample of proposed submission shall be included with proposals. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation, which is issued as a Request for Offer (RFO); offers are being requested and a written solicitation will not be issued.

Offerors are required to use the On-Line RFQ system to submit their offer.

The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing via e-mail no later than December 27, 2005.

NEWS CLIPPING SERVICE REQUIREMENTS

Statement of Work

The National Aeronautics and Space Administration (NASA) is seeking a news clipping service to provide the NASA Administrator, key staff members and agency field centers with a comprehensive review of the day’s major news stories from sources including national and local television, national and local newspapers, news wires, Internet publications, magazines, legal journals, television, radio, and specialty press.

As the nation’s civilian aeronautics and aerospace agency, it is critical that the NASA Administrator and the agency’s field offices remain aware of relevant current issues and events.

Specific requirements include:

  • Provide a complete, compiled electronic news document, which summarizes the day’s news while eliminating redundancy by providing a master edit of the available news articles
  • Provide an electronic clips package that gives summaries and the full length versions of news articles, not simply electronic links to web-based stories on third-party Internet sites
  • Post the daily summary on an Internet accessible by NASA personnel across the entire agency
  • The news summary and clips should cover the following topics, but may not necessarily be limited to:
    • NASA-related issues involving the Administration and Congress
    • NASA
    • Aerospace
    • Aeronautics
    • Earth Sciences
    • Space Sciences
    • Human Space Flight
    • Space Shuttle
    • International Space Station

  • The document will include the day’s Washington schedule, including congressional hearings, special events and relevant headlines from major newspapers and television networks.
  • The summary will be organized by story and subject including a customized index divided by subject matter and media (i.e. Print, Television, Radio, Internet).
  • The final product should contain the summary, clips, and the index and be in a printable format for unlimited internal distribution, in hard copy.
  • Must be sent electronically in Microsoft Word, Adobe format, or some other mutually agreeable PC-standard format each weekday, Monday through Friday, by 7:00 a.m. EST.
  • Shall cover weekends and holidays. Monday’s product shall contain the news for Saturday and Sunday. If the weekend includes a federal holiday, Tuesday’s summation shall also include the previous three days’ news.
