Description
NASA/LaRC has a requirement for NASA’s share of funding for the National Academy of Sciences (NAS) Board of Human/Sytems Interaction (BOHSI). This will cover the Agency’s share of BOHSI’s core activities for one year, and is a renewal of the support that originated at NASA Headquarters in prior years.
NASA LaRC intends on purchasing this service from NAS BOHSI. NAS BOHSI is a standing board of the National Research Council, the operating arm of The National Academies, and is sponsored by a coordinated consortium of several federal agencies, among other organizations. As part of this consortium, NASA is required to provide its share of the costs of the activity. The unique placement of BOHSI in the National Academies allows the Board to assess and understand issues relating to human interaction with systems across the entire Government and provides participating Agencies independent advice and counsel on Agency-level concerns. No other entity is in a position to bring together the relevant federal agencies to address human/systems interaction in such a broad government-wide manner. NASA requires the benefits offered by BOHSI and is a full participant in its efforts.
The government intends on acquiring a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 26 September 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
