Description

This proposed procurement is a continuation of an existing contractual agreement for the developed prototype NASA Student Ambassadors Virtual Community (NSAVC) web site. The NSAVC is a communication tool, which is designed to enhance science and technology competencies and research skill development with a greater likelihood of students successfully completing degrees in science, technology, mathematics, and engineering (STEM) disciplines and entering the NASA workforce. The virtual community allows the Office of Education to implement communication and program management strategies shared with the Office of Management and Budget (OMB) and the Office of the NASA Administrator that related to intensifying outreach via virtual communication to the 18 to “thirty-something” years old STEM population. The Contractor shall provide research and content development, technical editing and review, users administration capability, user and task analysis, requirement plans and usage reports, NSAVC communication DVD and Video, NASA IT Security Certification & Authorization (C&A) requirements and disaster recovery protection, and evaluation of web site. These strategies seek to increase student retention through the NASA educational pipeline and into the STEM workforce. NASA requires the technical capabilities, proven experience, access to multimedia tools, and ability to support users (national & international) 24×7 at non-traditional hours between international time-zones for all the unique requirements.

NASA HQs intends to issue a Sole Source Procurement to the Omni Media Cast Technologies, LLC to continue performance for the NASA Student Ambassadors Virtual Community web communication tool.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP).

The authority is FAR 6.302-1(a) (2) “only one responsible source”.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 11:00 a.m. (EST.) on April 1, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
