Description

This proposed procurement is a follow-on for an independent assessment of NASA space vehicle accidents associated with the use of radioactive materials onboard the NASA’s Mars Science Laboratory 2009 (MSL-09) Mission.

The Government intends to solicit and negotiate on a sole source basis with Dr. Marvin Goldman. Professor Goldman is an internationally recognized expert in the health effects associated with radioactive materials. He has been a consultant to NASA providing this unique expertise in the areas of INSRP biomedical and environmental (BEES) review of these space nuclear missions, including the recent New Horizons-Pluto, Cassini, and Galileo project. His expertise is in the health and environmental effect of long-lived radionuclides, especially plutonium, including toxicology, cancer risk, radioecology, internal dosimetry and general radiation risk assessment. Dr. Goldman’s expertise in the area of biomedical and environmental review makes him uniquely qualified to perform this effort. To try and duplicate this effort is not feasible given the types of experience necessary and the time allotted for this effort to be performed.

It is in the best interest of the government to continue with the current contactor because of duplication of cost to the Government that is not expected to be recovered through competition. NASA/HQ intends to award a purchase order for continued performance of specialized services to Dr. Marvin Goldman Consultant. The authority is FAR 6.302-1 (a)(2)(iii)(A) “only one responsible source”. The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:00 p.m. local time on June 29, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
