Description

NASA/GSFC/Wallops Flight Facility proposes to extend the period of performance for 5 months on on the existing NASA Contract NAS5-98020 originally awarded February 1, 1999 as a 10 year Indefinite Delivery/Indefinite Quantity (IDIQ) CPIF/AF contract. The services are intended to continue the NASA Sounding Rocket Operations Contract. This contract implements the sounding rocket missions for the NASA Sounding Rocket Program. This includes the formulation, design, fabrication, testing and launching of suborbital rockets. This extension is intended to provide continuity for the sounding rocket missions required for the annual 2009 Poker Flat, Alaska cold weather campaign. Subsequent to this five month non-competitive contract extension, NASA/GSFC/WFF intends to award a new contract based on a competitive acquisition (synopsis posted July 18, 2008). The Draft RFP for this follow-on competitive acquisition is currently anticipated to be released in the month of September, 2008.

NASA/GSFC/WFF intends to purchase these services on a noncompetitive basis from Northrop Grumman in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements.” Northrup Grumman maintains the specialized expertise and capability to provide continuity of services to design, accomplish and complete this critical, multi-mission annual campaign.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on August 4, 2008. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note “B”.
