Description

NASA Goddard Space Flight Center (GSFC) hereby requests information to identify potential sources for specialized high-end computing support services to the Sciences Directorate. The NASA Center for Climate Simulation (NCCS) provides high performance compute, storage, network, and data distribution services in support of science at GSFC. Among the requirements for these support services are high performance computing system architecture and design; acquisition, integration, and acceptance support; system administration services for high end computers, storage, and archive; data management services designed around the effective analysis and dissemination of large data sets; user services and help desk for level 1 and 2 tickets; application services to include migration, porting, tuning, optimizations, and parallelization; and security and network management.

The support services for this effort include, but are not limited to, the following:

* System architecture and design

* Advanced planning and test bed

* Acquisition services

* Integration services

* Acceptance testing

* System administration of clusters

* System administration of the data portal

* System administration of the archive

* Network system administration

* NIST FISMA based IT Security

* Infrastructure, including facilities management

* Help desk; Level 1 and 2 ticket responses

* Documentation and website management

* Application support to include migrations, porting, tuning, optimization, and parallelization

* Software engineering, application development, and operational support for data management services (DMS) and Earth System Grid (ESG) services

* Software engineering support and development for cloud computing (CC) services designed to support large scale data analytics and high performance computing

* Development of data services to publish and facilitate the utilization of climate for risk mitigation and adaptation

The statement of work for the current NCCS contract is hereby provided as a point of reference. Please note that the statement of work is subject to change.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any synopsis or solicitation.

Should this Request For Information (RFI) result in a Request For Proposal, a single award, cost plus fixed fee / indefinite-delivery indefinite-quantity contract with a five (5) year period of performance is anticipated.

Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of ten (10) pages or less indicating the ability to perform all aspects of the effort described herein.

Responses to this RFI must include the following: name and address of firm, size of business, average annual revenue for past three (3) years and number of employees; ownership; business size standard, such as, large, small, small disadvantaged, 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SD-VOSB), Veteran Owned Small Business (VOSB) and/or Women-Owned; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five (5) years (highlight the relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).

This RFI is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information requested. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.

The Government reserves the right to consider a small business or 8(a) set-aside business based on responses hereto. All responses shall be submitted to Keith Long via email no later than June 20, 2011. Please reference 2011NCCS in any response.
