NASA/HQ plans to issue a Request for Proposal for NASA’s Aeronautics Research Scholarship Award Program. The scholarship program focuses on aeronautical research and related degree programs at both the undergraduate and graduate levels. The program’s purpose is to meet the continuing needs of the nation’s aeronautics and space effort by increasing the number of highly trained scientists and engineers in aeronautics and space-related disciplines, and to broaden the base of students pursuing advanced degrees in science, mathematics, and engineering. The contractor will provide the necessary materials, facilities, supplies, administrative support, programmatic support and expertise necessary to manage and operate this consolidated scholarship-award program.

The competitive procurement will result in a single award, Cost Plus Fixed Fee contract. The Period of Performance will be from award through 5 years thereafter.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26 The NAICS Code and Size Standard are 611710 and $6.5 million, respectively.

The anticipated release date of RFP NNH07191749R is on or about 06/06/2007 with an anticipated proposal due date approximately 30 days thereafter. Upon release of the formal RFP, all qualified responsible sources may submit a proposal, which will be considered by the agency.

This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information solicited.

An ombudsman has been appointed. See NASA Specific Note “B”.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/HQ Business Opportunities page is Prospective Offerors shall notify this office of their intent to submit an offer. It is the Offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.
