Description

NASA/GSFC has a requirement to continue some mission related support for the National Polar-orbiting Operational Environmental Satellite System (NPOESS) Preparatory Project (NPP). This mission support covers algorithm calibration/validation and science team support for algorithms and data products and NPP 1394 serial bus systems engineering support.

NASA/GSFC intends to award a sole source three year contract consisting of a base year with two one year options to Northrop Grumman Aerospace Systems (NGAS) of Redondo Beach, California. NGAS is currently providing this support under the NPOESS contract. In January 2010, the Executive Office of the president directed a major restructuring of the NPOESS Program. This restructure eliminated the tri-agency governance of NPOESS and gave the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA) primary responsibility for the afternoon orbit satellites providing civil weather forecasting and climate data in a program called the JPSS. Under this restructure, NASA assumed the responsibility of managing some of the NPOESS subcontracts and converted them to prime contracts. However, this requirement remained under the NPOESS contract which is now being transferred to a NASA/GSFC contract. This is a subset of the same work presently preformed under the original contract. This mission support covers algorithm development, integration and testing, anomaly resolution, and calibration/validation support for the NPP algorithms and data products and NPP 1394 serial bus systems engineering support.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Statutory authority for this sole source procurement is 10U.S.C. 2304(c)(1) – Only One Responsible Source. However, any organization who believes they can provide these items without any detrimental impact to the NPP mission should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. EST on November 05, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
