Description
NASA/HQ has a requirement for a 1-Year Membership/Subscription to Industrial Research Institute (IRI) organization learning network for the following nine of NASA Centers identifield: NASA Headquarters; Ames Research Center; Dryden Research Center; Johnson Space Center; Glenn Research Center; Goddard Space Flight Center; Kennedy Space Center; Marshal Space Flight Center; and Langley Research Center. As a unique organizational learning network focused on industrial research and innovation, IRI provides research-based guidance to senior managers in industries where technology innovation is a driving force. Research activities and insight-building events conducted by the IRI address topics and strategies in managing emerging technology, accelerating and implementing innovation projects and programs and building a corporate culture which enables and drives technological innovation. For NASA, benefits of membership include early and unique access to research in progress, attendance at IRI Member conferences and workshops, at no additional cost to NASA, monthly brown bag teleconferences, community forums, annual meetings, networking opportunities with peer executives from many industries, access to IRI research and participation in IRI Research Groups which essentially function as a “laboratory for innovation management.” The network organizational learning services provided by IRI align research and address NASA’s needs to have access to industrial research and industrial research learning networks that are provided in depth only by IRI.
NASA/HQ intends to issue a purchase order for a sole source procurement with IRI. The sole source authority used is only one responsible source 10 U.S.C. 2304(c)(1) “Only one responsible source an.d no other supplies or services will satisfy agency requirements” (See FAR 6.302-1).
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on 12/07/2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
