Description
NASA/HQ has a requirement for A 1-Year Membership/Subscription to Industrial Research Institute (IRI) organization learning network for the following of NASA Centers identified: NASA Headquarters, Ames Research Center, Dryden Flight Research Center, Glenn Research Center, Goddard Space Flight Center, Johnson Space, Kennedy Space Center, Langley Research Center, Marshall Space Flight Center, Stennis Space Center.
The benefits of membership includes early access to research in progress, attendance at IRI Member conferences and workshops, monthly brown bag teleconferences, community forums, annual meetings, networking opportunities with peer executives from many industries, access to IRI research and participation in IRI Research on Research Groups which essentially function as a “laboratory for innovation management.” Member organizations also participate as speakers and panelists in IRI events.
NASA/HQ intends to issue a purchase order for a sole source procurement with Industrial Research Institute. The sole source authority used is only one responsible source 10 U.S.C. 2304(c)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” (See Far 6.302-1).
The Government does intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 02/25/2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
