Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for instructor-led “media” training to sixty (60) employees of the Goddard Space Flight Center involved in space science projects. The training shall provide students the skills necessary to:

• Deliver reports and briefings to the local and national media—television, radio, and newspaper—that are concise, accurate, and create favorable impressions of both the Goddard Space Flight Center and its space science projects;

• Participate effectively in scheduled and ad hoc interviews conducted by members of the media; and

• Field questions posed by members of the public and media.

All training shall be delivered at the GSFC’s Greenbelt Campus between August 22, 2005 and October, 30, 2005.

The vendor shall deliver nine (9) sessions of the course, which shall be approximately eight (8) hours in duration. The maximum number of participants in any session shall not exceed seven (7). Each session shall by taught by at least two (2) instructors. GSFC shall provide training facilities and any required audiovisual materials.

Classes shall include both theory and practice. Exercises and examples used in the course shall be based on current issues and problems within GSFC’s Space Science community.

Additional Requirements

The vendor shall have provided similar media training to at least two NASA organizations involved in Space Science research. The course curriculum shall include strategies for addressing the issues and problems most commonly faced by space scientists participating in media events: how specific missions will benefit the public; how complex mission objectives and scientific concepts should be presented to laymen audiences; how safety is managed when working with nuclear payloads; etc.

The vendor shall provide course materials to each participant. An initial draft of these materials shall be made available to all Code 600 Division Chiefs by August 15, 2005. Upon award of the contract, the vendor shall meet with Code 600 representatives to receive feedback on the course content and reach agreements on any revisions, additions, or deletions.

The vendor shall be prohibited from disclosing any and all information they might gather on current or future GSFC Space Science missions/projects through information interviews or class discussions.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA/Goddard Space Flight Center, Code 111, Greenbelt, MD 20771is required within 30 days ARO. Delivery shall be FOB Destination.

Offers for the items(s) described above are due by 4:00PM EST on August 15, 2005 to NASA/Goddard Space Flight Center, Attn: Russellyn Rogers, Code 210.1, Greenbelt, Md 20771 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.

FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable.

All contractual and technical questions must be in writing (e-mail or fax) to Russellyn Rogers not later than 4:00PM on Wednesday, August 10, 2005. Telephone questions will not be accepted.

Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)).

Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.
