Description

NASA/GSFC has a requirement for Mid Atlantic Crossroad participation. MAX provides and operates the Next-Generation Internet eXchange (NGIX). The NGIX is a high-performance peering point for several Federal and academic research networks. The University of Maryland, Mid Atlantic Crossroad (MAX)is being used by the Earth Observing Systems for Network traffic connectivity throughout the world. The ESDIS Project has been using the MAX and the connectivity it provides to national and international networks successfully for over 10 years.

This interface will continue to provide the necessary connectivity for the network traffic for the EOS Missions including our flagship mission: Terra, Aqua and Aura to Universities, International peers and other Federal networks.

The contract shall provide the ability to participate in the MAX with all of the benefits of MAX membership therein: including full connectivity to internet 2, other Federal Networks such as DREN, ESNet, and all other MAX peering networks; a high rate 10 Gigabits per second (Gbps) connection to the MAX networks; a redundant high rate 10 Gbps; and maintenance for our 10 Gbps interfaces.

MAX Participation will be for the period of November 1, 2011 – August 31, 2012.

NASA/GSFC intends to purchase the items from the University of Maryland pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source.

The Government intends to acquire a commercial item using FAR Part 13.5

Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on October 24, 2011. Such statement will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an statement which shall be considered by the agency.
