Description
Flight Software Development for the Neutral Mass Spectrometer (NMS) for the Lunar Atmosphere and Dust Experiment Explorer (LADEE) Mission and the Neutral Gas and Ion Mass Spectrometer (NGIMS) for the Mars Atmosphere and Volatile Evolution (MAVEN)
NASA intends to award a sole-source contract to the Nolan Engineering pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Center’s (GSFC) Neutral Mass Spectrometer (NMS) instrument for the Lunar Atmosphere and Dust Experiment Explorer (LADEE) Mission and the Neutral Gas and Ion Mass Spectrometer (NGIMS) instrument for the Mars Atmosphere and Volatile Evolution (MAVEN) Mission. GSFC plans to award a Firm-Fixed Price contract with an estimated forty-four month period of performance, based on a planned launch date of October 2012 for the LADEE Mission and a planned launch date of November 2013 for the MAVEN Mission. This award is necessary for Nolan Engineering to support the Flight Software development for the LADEE NMS instrument and the MAVEN NGIMS instrument. Nolan Engineering has the unique experience and expertise to properly design, develop, test, assemble, qualify and deliver the Flight Software (FSW) Integration and Testing (I&T) Build and a FSW Final Build for both the LADEE NMS instrument and the MAVEN NGIMS instrument. This unique expertise is based on Nolan Engineering’s extensive experience and technical Knowledge with developing similar specialized software development for other missions, including Sample Analysis (SAM) and Mars Science Laboratory (MSL). With the highly constrained development schedules and the specialized nature of the software development, Nolan Engineering is the only known source that can meet the LADEE NMS and LADEE MAVEN schedule requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM. local time on, the response due date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are not acceptable in response to this notice.
