Description

NASA Goddard Space Flight Center (GSFC) has a requirement to continue work under the Laboratory for Atmospheres Scientific and Technical Support Services contract No. NNG06HX18C with Science Systems and Applications, Inc. (SSAI). This contract provides performance-based support services for Earth atmospheric science research including: Earth system modeling and data assimilation; analysis of satellite and sub-orbital meteorological data including atmospheric composition; and education and public outreach. These support services include, but are not limited to: 1) Development, validation and documentation of computer codes; 2) Analysis of satellite observations and generation and validation of satellite and/or model based climate data sets; and 3) Development, testing, and operation of instrumentation for measurements of atmospheric parameters.

NASA intends to award a sole-source contract modification to SSAI pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA’s Goddard Space Flight Center (NASA’s GSFC) Earth Sciences Directorate. GSFC intends to extend the current contract NNG06HX18C with SSAI, Inc. for one year. Extending the period of performance by one year will allow for critical milestones to be completed and for continuation of work performance through April 30, 2012, by which time the follow-on competitive contract is anticipated to be awarded. This extension increases the current maximum ordering value of the contract by $6M, from $74M to $80M. SSAI as the current incumbent has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. The tasks performed under the contract with SSAI support advanced research in the atmospheric sciences, involve the collection and sophisticated analysis of atmospheric data, require the complex modeling of atmospheric chemistry and physics, and support the development and application of cutting-edge technologies. The necessary expertise and experience is specific and is typically developed after years of working with civil servant principal investigators and project scientists. Numerous examples can be cited such as the support needed to process and analyze data from airborne and satellite sensors to retrieve cloud optical properties, the services supporting research involving the Goddard Cumulus Ensemble Model and Cloud Resolving Model, and support for the development and operation of an Unmanned Airborne Vehicle Radar. The unique skills supporting such research cannot be readily replaced without a learning curve. Therefore, NASA believes that the incumbent contractor, SSAI, is the only contractor capable of carrying over the necessary and specific skills, experience, and expertise until the competitive follow-on contract is awarded. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 PM. local time on March 10, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26
