Description

NASA/GSFC has a requirement for the collection of Field meteorological data at suitable sites within the Lake Basin over a three-year period, to initialize models and validate some of the results of our satellite and modeled data analyses. The measurements will be coordinated with terrestrial hydrology measurement stations that will be installed in the same region, in order to adequately characterize the interactions and feedbacks between the terrestrial and atmospheric processes.

Requirements as follows:

Initially, five (5) weather stations will be installed in identified locations within the Lake Chad Basin, and one station will be left as a spare by our collaborators at the Lake Chad Basin Commission for the replacement of any station that may malfunction.

The installed stations will be expected to meet the following measurement requirements:

wind speed (0-30 m/s +/- 0.30 m/s or < 3%, whichever is larger) ;

wind direction (+/- 3 degrees);

rainfall (+/- 5% or 1 mm/hr, whichever is greater, up to 50 mm/hr);

temperature (+/- 0.5C or 1% from 20 C, whichever is greater);

relative humidity (+/- 2.5% under 95% RH, and +/- 4% >95% RH);

barometric pressure (+/- 5 Pa);

solar radiation (+/- 5%)

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities statement and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on December 15, 2014. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
