Description

The National Aeronautics and Space Administration (NASA), Ames Research Center (ARC) is hereby soliciting information about potential sources for providing genomic, transcriptomic, proteomic and metabolomic data and analysis services through the use of next generation platforms. NASA ARC intends to evaluate viable sources for acquiring services for generating genomic/epigenomic, transcriptomic, proteomic and metabolomic data and analysis from NASA relevant biological specimens, collected in support of NASA’s life sciences research and applications needs.

NASA ARC is seeking capability statements from all interested parties including non profit entities, academia, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and small business subcontracting goals for these services. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.

Background for GeneLab project: The datasets generated from molecular biology research projects funded through NASA’s Space Life Sciences, Space Biology Program, especially those that leverage the International Space Station (ISS), are providing rich information and enabling the program to achieve its goal of understanding the effects of the space environment at the cellular-processes level. NASA’s GeneLab project will leverage the value of large “omics” datasets from molecular biology projects conducted on the ISS by making these datasets available, citable, discoverable, interpretable, reusable, and reproducible. GeneLab will create a collaboration space with an integrated set of tools for depositing, accessing, analyzing, and modeling these diverse datasets from spaceflight and related terrestrial studies. By enabling comparison of these data with genomic, transcriptomic, proteomic, and metabolomic data from other sources, this collaborative space will enable a larger community of scientists to develop new hypotheses and design follow-up experiments aimed at a creating a predictive and comprehensive understanding of molecular responses to microgravity conditions.

Information Requested: NASA ARC seeks information from all sources on three distinct time horizons: one representing present term capabilities, the second being near term capabilities soon to be available as technology matures and comes to market, and the third a longer-term projection of capabilities that may come to market and associated estimates of improved cost, performance, precision and accuracy.

NASA seeks information regarding current services provided, and any planned services the responding organization/firm intends to provide. If available, include information on sample preparation capabilities such as sample types handled (ie tissues, lysates, frozen), species limitations (BSL restrictions), and macromolecules isolated such as DNA, RNA, protein and/or metabolites. Also desirable is information on types of services relating to nucleic acid sequencing, expression analysis, proteomic and metabolomics study capabilities, including workflow, library construction, and platforms used. NASA is interested in unique corporate capabilities that your facility possesses, and the data provisions of dataset generated and client delivery. These provisions include formats, transfer, accessibility, captured metadata from customer samples. If applicable, provide information regarding customer access to protocols and data format standards that are available. Responses should include quality (SOP, CAPA, training and risk management), design (design history), sample tracking including lost sample rate, sample run success and failure rates, data QC criteria and post-market policies (complaints history), pricing structure for services. NASA is also interested on unique safety protocols and facility requirements, if applicable.

NASA considers these services commercial, as defined in FAR 2.101. Please advise if you believe these services to be other than commercial services.

Interested parties having the required specialized capabilities to provide services described herein are invited to submit a capability statement via email in documents that are compatible with and accessible using Microsoft Office or Adobe Acrobat software applications. Responses should include the following: name and address of firm, size of business; DUNS number (if available); whether they are large, or any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners; list of customers covering the past five years (highlight relevant work performed.

Proprietary information should be clearly marked as such. The information provided in your responses to this RFI may or may not lead to a posting of a solicitation.
