Description

NASA KSC plans to issue a sole source, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to Astrotech Space Operations, Inc. for commercial payload processing support for East Coast expendable launch vehicle missions with an ordering period between Calendar Years 2013 and 2017. The missions are scheduled for launch from Cape Canaveral Air Force Station (CCAFS), Florida, on Expendable Launch Vehicles (ELVs) and Evolved Expendable Launch Vehicles (EELVs). The IDIQ contract will provide for the issuance of a task order for each mission during the contract period. The effort will include providing a range of services and processing capabilities, including but not limited to, the following: advance planning, facilities, supplies, commodities, and services necessary for the Spacecraft Users and Launch Service Contractors (LSC) to perform prelaunch processing of the spacecraft with a third stage and/or payload adapter, and encapsulation/transport of the completed payload stacks to the launch Pad at CCAFS, where it is mated to the launch vehicle and launched. Detailed requirements will be developed for each spacecraft to specify the exact facility capability, equipment, and supplies required. Payload processing generally begins three months prior to the launch date. It is anticipated that Payload Processing Task Orders (PPTO) for each mission will be awarded 1 year prior to launch. The Occupancy Period is normally 14 weeks in duration from the Initial Facility Occupancy date as specified in the PPTO to the Facility Departure Date, which is generally 7 days after launch.

Astrotech Space Operations, Inc. is the only known vendor that can provide the required East Coast payload processing services. There will be only one award made for this requirement. This is a sole source commercial item acquisition under FAR 6.302-1 and FAR Part 12. The Government believes only one responsible source can satisfy the agency’s requirements.

Interested organizations may submit a detailed description of their capabilities and qualifications to perform the effort via email to the Alissa Matthews at Alissa.Matthews@nasa.gov not later than 4:30 p.m. Eastern Time on August 8, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This acquisition is unrestricted. The NAICS Code is 336419. The DPAS Rating for this procurement is DO-C9.
