Description

NASA/KSC plans to issue a Draft Request for Proposal (RFP) Kennedy Space Center Visitor Complex (KSCVC) Concession Agreement.The purpose of the DRFP is to invite comments to assist the Government in developing the highest quality final Request for Proposal (RFP). Accordingly, offerors are encouraged to specifically comment on the following:

*Proposed innovations, improvements and enhancements to the stated requirements
*Items that are unclear, ambiguous, or otherwise warrant additional information or clarification
*Potential impediments to full and open competition or innovative proposals and approaches
*Perceived risk issues associated with the performance of the work
*Business concerns such as financial risks, insurance or indemnification
*Proposed financial arrangements for determining trust account contributions as described in the Schedule of Articles 4 and 5 of the DRFP.

The NAICS Code and Size Standard are 713110 and $7 Million, respectively.

The anticipated release date of the RFP is on or about August 29, 2009 with an anticipated due date for the Relevant Experience and Past Performance Proposal of on or about 30 days after release of the RFP and with an anticipated due date for the Mission Suitability and Financial Proposals of on or about 60 days after release of the RFP.

All responsible sources may submit a proposal which shall be considered by the agency.

An ombudsman has been appointed. See NASA Specific Note “B”.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.

Responses to the DRFP will have no bearing on subsequent evaluation of proposals submitted in response to any resulting formal RFP. The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government. The DRFP is not a solicitation and the Government is not requesting proposals and no response is required to maintain eligibility for selection. All comments and questions will be considered and may result in changes to the final RFP if appropriate, but individual comments will not be critiqued and individual responses to questions will not be provided. All inquiries and comments must be received via email to: chris.pino-1@nasa.gov on or before July 24, 2009 at 4:00 PM to be considered. The subject DRFP does not commit the Government to award a concession agreement nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a concession agreement.
