Description

NASA/Goddard Space Flight Center (GSFC) intends to issue a Request for Proposal (RFP) for the development of a conceptual telescope design to meet the requirements of the Joint Dark Energy Mission (JDEM). The JDEM is a jointly funded and developed mission by NASA and the Department of Energy (DOE) and is a space-based, medium aperture, wide field, optical telescope with visible and near-infrared (NIR) imaging and spectroscopic instrumentation. JDEM will survey the sky to accurately measure the magnitude and redshift of a large sample of Type Ia supernovae (SNe Ia), spectroscopic redshifts of a large, uniform sample of galaxies for Baryon Acoustic Oscillation (BAO) studies, and accurate shape parameters and photometric redshift measurements of a very large sample of galaxies for Weak Lensing (WL) studies.

The Telescope Assembly portion of the observatory is expected to be an afocal Three Mirror Anastigmat (TMA) with 3 tertiary mirrors that will provide the optical train to the Government developed JDEM instruments (4 focal planes and a fine guidance sensor). The JDEM telescope is expected to have a primary mirror size of ~1.5 meters in diameter and operate at a temperature of 253 Kelvin. The JDEM observatory is expected to be launched aboard a NASA provided EELV in late 2015 to an orbit around the Sun-Earth second Lagrange point (L2) and be operated for a minimum of 5 years. NASA contemplates evaluating and selecting multiple offers (approximately 3) based on the proposals as submitted and providing each of the study participants a not to exceed cost of $300K for a three month study. This study activity is intended to determine feasible telescope concepts based on the preliminary JDEM science requirements, assess the critical cost and schedule drivers, and develop cost and schedule estimates for the design, build and test of the JDEM telescope. Requirements for a collimated beam at the instruments pupils will be provided and a conceptual telescope design will be developed in the course of this study.

The study will also request results of trade studies performed in the course of the study, a recommendation on the level of integrated modeling required for the proposed concept, a description of the telescope integration and test flow along with a recommended optical test approach at temperature. Additionally, the study will request an alternative concept for the entire optical system be developed from the primary mirror through the instrument optics given a set of requirements on the instrument focal planes. It is anticipated that in the near future the information relative to this concept study, will be posted to the JDEM website at http://jdem.gsfc.nasa.gov .

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The anticipated release date of the RFP is on or about Monday, January 5, 2009 with an anticipated offer due date of on or about Thursday, February 5, 2009.
