Description

NASA/JSC has a requirement for (2) two flight certified ECLSS Compressors for the United States Operating Segment (USOS) of the International Space Station (ISS).

NASA/JSC intends to contract with Energia for this flight hardware on a sole source basis. The purpose of the Compressor is for ARFTA (Advanced Recycle Filter Tank Assembly) and PTU (Pre-Treated Urine)/brine transfer operations in the USOS and in the RS (Russian Segment) in support to the WHC (Waste Hygiene Compartment). These transfers of operations are essential to the WHC being operational to support the Crews physical well being. The compressors must be certified for both the Russian and USOS segments on the ISS in order to work with critical systems on both segments. Energia is the only entity whose Compressor is flight certified for the Russian Segment and who is capable of providing the (2) flight certified Compressor’s that are certified and tested for the Russian Segment of the ISS. NASA does not have a spare compressor currently on-board the ISS, therefore a failure would significantly impact services to the crew and ISS until a spare could be flown. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 22, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
