Description

NASA/JSC has a requirement for scientific and engineering analyses in support of Independent Assessment planning, program execution, and program performance evaluation. This requirement includes independent, objective technical and technical process assessments, audits, and on-going mission readiness evaluations for spaceflight programs at NASA Johnson Space Center.

NASA/JSC intends to fulfill this requirement by contracting with the Aerospace Corporation. JSC has an existing contract with the Aerospace Corporation which is anticipated to exceed the ceiling price and target hours prior to the expiration of the period of performance. This increase in the value and hours is necessary due to increased usage of this contract and delays in the award of the follow-on contract to the Aerospace Corporation. The authorities cited permitting other than full and open competition are FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, pursuant to 10 U.S.C. 2304(c)(1) and 41 U.S.C. 253(c)(1).

The Aerospace Corporation, a California non-profit corporation that operates a Federally Funded Research and Development Center, possesses capabilities that make it uniquely qualified to fulfill this requirement. These capabilities include: (1) freedom from bias due to predilection for hardware design or approach, (2) state of the art information from government laboratories and universities, (3) industry proprietary information, (4) extensive background information, (5) diversified skills, and (6) outstanding specialists in specific fields.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on November 20, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
