Description

NASA Headquarters intends to issue a Sole Source Procurement to the Institute of Electrical and Electronics Engineers, Incorporated (IEEE) as part of its communications plan to utilize its resources to reach the Earth Science community by utilizing the online publication, “Earthzine”.

The IEEE EarthZine is an Internet-based magazine focused on public outreach of Earth observations with a particular emphasis on the societal benefits stemming from the availability and application of Earth observations in decision making. IEEE is the largest professional organization for the advancement of technology with over 380,000 members worldwide.

IEEE will, in part, publish articles addressing new space-based data developments and applications; publish a two-year series on National Aerospace Programs, particularly programs that promote applications of Earth observations; and provide views of users and decision makers through a series of international interviews relevant to the application areas of GEO.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP).

The authority is only one responsible source 10U.S.C.2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 4:30 p.m. local time on February 1, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
