This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) for Honeycomb Aluminum Core Material for the Manufacture and Processing of Large Composite Sandwich Structures. As part of NASA’s Advanced Composites Program, the Polymers Branch is working to manufacture and process large epoxy/carbon fiber composite parts.

These specifications itemize the requirements and features for the honeycomb aluminum core material required to manufacture composite structures.

The vendor shall provide 42 sheets aluminum core (alloy: 5052) PAA (phosphoric acid anodized), 1/8″ hexagonal cell, 3.1 pcf, perforated core. These sheets shall be 48″x104″x1″. These sheets will be formed and expanded to fit a 33′ diameter curvature.

The vendor shall provide 4 sheets of 4′ x 8′ x 1″ aluminum core (alloy: 5052) PAA (phosphoric acid anodized), 1/8″ hexagonal cell, 5.7 pcf, perforated core.

The vendor will provide 8 sheets of 48″x96″x1″ aluminum core (alloy: 5052) PAA (phosphoric acid anodized), 1/8″ hexagonal cell, 3.1 pcf, perforated core.

The tolerances on the core thickness shall be held to +/- 0.005″ NASA requires delivery of this material within 8-10 weeks of placement of the order.

The provisions and clauses in the RFQ are those in effect through FAC 2005 – 38.

The NAICS Code and the small business size standard for this procurement are 336413 and 1,000 employees, respectively. The offeror shall state in their offer their size status for this procurement.

All responsible sources may submit an offer which shall be considered by the agency.

Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Attn: James Sutter, Mail Stop 49-3, Cleveland, OH 44135 is required within 8-10 weeks ARO, delivery of 3.1 pcf core must occur before April 7, 2010. Delivery shall be FOB Destination. Offers for the items(s) described above are due by January 25, 2010 to NASA Glenn Research Center, 21000 Brookpark Road, Attn: Antoinette M. Niebieszczanski, Mail Stop 500-302, Cleveland, OH 44135, email and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.

Offerors may use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: or their own letterhead.

Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s)offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2008), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance.
