Description
NASA/HQ has a requirement for participation as a Corporate Partnership Council Member,which includes an Exhibitor and Recruiter FOR Cooperative Education Program (Co-op) and Summer Intership at the Hispanic Engineering Science and Technology (HESTEC)Conference.
NASA/HQ intends to purchase this memebership from The Hispanic Engineering Science and Technology Week, University of Texas-Pan American. The membership covers(1) Corporate Partnership Council (CPC) Membership/Sponsorship Package for NASA to participate in the Hispanic Engineering Science and Technology (HESTEC) Week 2012 scheduled for September 23-29, 2012, in Edinburg, TX. The Membership/Partnering have a positive impact on NASA in three main areas: Access to Talent, Reputation as a Diversity Leader and Employee Development.
NASA/HQ intends to issue a purchase Order for Sole Source procurement with HESTEC. The sole source authority used in only one responsible source 10 U.S.C. 2304(C)(1) “Only one responsible source and no other supplies or service will satisfy agency requirement” (SEE FAR 6.302-1).
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/13/2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
