Description

NASA Headquarters has a requirement to continue work under the Headquarters Information Technology Support Services (HITSS) contract NNH06CC93B with InDyne, Inc. HITSS supports Headquarters in the following areas: IT and Management Support, Appplications Development and Web Site Development and Maintenance, Systems Engineering and Integration, NASA Headquarters Computer Center and Telecommunications Services, Customer Services, and IT Security.

NASA intends to award a sole-source contract extension, for an additional six (6) months through May 31, 2012, to InDyne, Inc. pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source and increase the contract value by $16,000,000. This extension will allow the continuation of current work and the addition of new work until the HITSS competitive follow-on contract is awarded. The HITSS follow-on RFP was released on April 8, 2011 and proposals were received May 23, 2011.

The contract extension is necessary to ensure the continuity of IT support services to NASA Headquarters. IT support is a mission critical funciton to all Headquarters Mission Directorate and Mission Support Offices. Headquarters provides overall guidance and direction to the Agency and as such this extension is necessary to avoid significant adverse impacts to the Agency in carrying out the NASA mission.

A sole-source award to InDyne for the contract extension is necessary due to the nature and urgency of the work performed under this contract and the fact that we are conducting a competitive follow-on procurement. InDyne has the combined training, experience and expertise to provide uniterrupted continuation of mission critical IT support. Should these services be interrupted NASA Headquarters will be unable to utilize the Headquarter IT infrastructure and systems required for providing leadership and management to the Agency. If NASA Headquarters attempts to procure these services from any other source for this interim period, it will cause impacts in fulfilling NASA’s mission due to the additional time needed for any other source to reach the current level of expertise of InDyne. Because of the time in procuring and planning another contract, InDyne is considered the only contractor that can meet NASA’s needs given the short term of the extension.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via e-mail, to the identified point of contact not later than 2:00 PM local time on TBD. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon the responses of this notice, is solely within the discretion of the Government.

The Government does not intend to acquire a commercial item using FAR Part 12.
